For the first time ever, the International Trade Administration Commission (ITAC) is proposing to charge fees for the administrative services it provides in relation to import and export permits, exemptions, and related functions.

On 16 May 2025, ITAC published a proposal outlining these new charges.

What’s changing?

  • A basic import/export permit will cost R339, which could generate over R13 million in revenue.

  • Higher-tier permits – including rebates, drawbacks, Export Promotion Certificates, Automotive Production Rebate Certificates, and scrap metal export permits – will cost between R2,000 and R5,000+ each.
